City council opts for a charter review committee, but will off-year elections hurt voter turnout?

A month after the city council discussed potential amendments to the city charter, the council moved to create a charter review committee. Part of the committee’s charge will be to look at the prospect of moving elections to off-year cycles.

But would moving elections strictly to off-year cycles potentially keep voter turnout low as the numbers indicate?
