Would paid parking promote a greener San Marcos?

The San Marcos City Council recently prolonged making a decision on the fate of paid parking downtown. To some, this may seem like a blessing. But to experts in the field of planning, mobility and urban development, not implementing a paid parking system in our downtown may have negative ramifications.
